The XX All-Russian Scientific and Practical Conference "Criminological Readings" was held in BSU

May 30, 2025 in the Buryat State University named after Dorzhi Banzarov. Dorzhi Banzarov held an anniversary XX All-Russian scientific-practical conference “Criminological Readings”, dedicated to the memory of Tsydenzhapov Badmatsiren Tsybikovich - one of the founders of the BSU Faculty of Law, legendary prosecutor of Buryatia, State Counselor of Justice 3rd class, honorary employee of the Prosecutor's Office of the USSR and Mongolia, Honored Lawyer of Russia, Honorary Professor of BSU, Honorary Citizen of the Republic of Buryatia, Academician of the Academy of Nomadic Civilizations.

For the first time this youth conference was organized on his initiative as the first head of the BSU Department of Criminal Law and Procedure in 2004 and since then it has been held every year.

The conference was organized by the Department of Criminal Law, Process and Criminalistics of Dorzhi Banzarov Buryat State University, the Prosecutor's Office of the Republic of Buryatia,
Russian Criminological Association named after Azalia Ivanovna Dolgova, the Union of Criminalists and Criminologists, the regional branch of the Association of Lawyers of Russia in the Republic of Buryatia.

The jubilee conference began with the unveiling of the memorial plaque and presentation of the renovated Law Enforcement Cabinet named after Prof. B.Ts. Tsydenzhapov, which was created by the efforts of teachers and graduates of the Institute of Law and Economics of BSU named after D. Banzarov. An interesting excursion about the life and professional path of Prof. B.Ts. Tsydenzhapov was conducted by B.B. Samdanova, a senior lecturer of KUPPK, Candidate of Legal Sciences.

The Prosecutor's Office of the Republic is a regular co-organizer of the conference and this year is no exception. The event was attended by the Prosecutor of the Republic of Buryatia M.Y. Filichev, Deputy Prosecutors D.Ts. Khobrakov and E.V. Korotkikh, as well as veterans of the Prosecutor's Office, who worked for many years under the leadership of B.Ts. Tsydenzhapov, who headed the Buryatia Prosecutor's Office for five constitutional terms (1961-1986). A memorable event was also the presentation of the stand prepared by the 3rd year students about the prosecutors - veterans of the Great Patriotic War, timed to the 80th anniversary of the Great Victory.

The conference was held in an unusually warm, almost family atmosphere. On this day guests, teachers and alumni shared their memories about the “lawyer” of students Boris Tsybikovich, that's how they called him in the times when he worked in the walls of the Faculty of Law of our university.

The work of the plenary session was attended by the Vice-Rector for Academic Affairs, Associate Professor E.R. Urmakshinova, Scientific Director of the Buryat Scientific Center of the Russian Academy of Sciences, Professor S.V. Kalmykov, President of the Foundation “Legal Technologies XXI”, Dr. Juridical Sciences, Professor Y.I. Skuratov, deputies of the People's Khural of RB I.V. Markovets and V.A. Malyshenko.

The reports of the plenary session started with the speech of Dr. A.T. Tumurova, Professor of the TIPG Department, who shared her memories of her Teacher and Mentor. In her speech she noted that it is very important not only to remember the good deed done by a remarkable person, a real personality, but also to do everything possible to continue his work - to serve the law, to believe in personnel, to help and support, to love his students.

Scientific reports were presented by professors of Baikal State University, famous Russian criminologists Dr. S.S. Bosholov and Dr. A.L. Repetskaya, hosts of the conference - Dr. Yu, Prof. Y.P. Garmayev, Head of KTiPG, Doctor of Law, Associate Professor S.J. Dugarova, teacher of KUPPK N.A. Semenova and Head of the Department of Criminal Law Disciplines of VSGUTU, Candidate of Law, Associate Professor O.V. Filippova.

The reports of practitioners also aroused great interest of the listeners: the deputy head of the Investigative Committee of the Investigative Committee of Russia for RB A.V. Zolotoyev on new challenges of migration crime and the deputy chief of police on operational work of the Ministry of Internal Affairs of RB, police colonel S.K. Khabinov on the problems of prevention of ITT-crimes.

It should be noted that the conference was attended by more than 70 participants - representatives of law enforcement agencies, scientists and professors of law schools of Russia and, of course, students, postgraduates and young scientists, who were presented with collections of conference materials “Criminological Readings”, reflecting the main results of criminological research. Also, the chairman of the Council of the regional branch of the Association of Lawyers of Russia in the Republic of Buryatia, director of the Institute of Law and Economics BSU E.L. Radnaeva awarded letters of thanks to the most active lawyers involved in legal education and protection of the rights of citizens.

According to the organizers, “Criminological Readings” is a good opportunity to make oneself known, get acquainted with colleagues, establish cooperation with judicial and law enforcement agencies, choose topics for scientific research and consider the prospects of a legal career, including internship and employment.

We express our deep gratitude to the teachers and graduate students of BSU, veterans of the prosecutor's office and co-organizers and participants of the conference, as well as invite the authors to publish scientific articles in the BSU Bulletin.
